Invitation to comment on the Pre-Submission Version
of the Cold Ash Neighbourhood Plan

In accordance with the requirements of the Localism Act 2011 and Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended), notice is given that a formal public consultation on the Pre-Submission Version of the Cold Ash Neighbourhood Plan will start at 9.00am on 1st March 2023 for a 7 week period, ending at 5pm on 19th April 2023.

About the Plan

At the request of the Cold Ash Parish Council, in March 2018, West Berkshire Council designated the Cold Ash neighbourhood area, which shares its boundary with the parish. A steering group comprising local councillors and volunteers from the community was set up to lead the project to develop the Cold Ash Neighbourhood Plan.

The Neighbourhood Plan is a document that sets out planning and land-use policies relating to the Cold Ash neighbourhood area. It is a formal document that sets out, in development terms, how land should be used within the parish, as well as planning policies to influence development proposals. 

The Neighbourhood Plan must undergo a rigorous process, including a series of consultations, an independent examination and finally a local referendum, as ultimately it will form part of the development plan for West Berkshire, sitting alongside the West Berkshire District Local Plan. If successful, it will be used alongside the Local Plan policies to determine the outcome of planning applications within Cold Ash. A great deal of work has been undertaken to reach the point of having a draft Plan, which we are now consulting on.

The Pre-Submission Cold Ash Neighbourhood Plan has been screened to determine if it is likely to have significant environmental impacts that would require it to be accompanied by a Strategic Environmental Assessment and/or Habitats Regulations Assessments. The screening determined that neither is required, and the reports can be viewed by clicking the following buttons:

How to comment on the Cold Ash Neighbourhood Plan

You may submit your comments on the plan in the following ways:

  • Complete the online survey by clicking the following link
  • Printed copies of the survey can be collected from the The Parish Office and from Cold Ash Post Office
  • By email to coldashpc@gmail.com
  • By post to: Cold Ash Parish Council, The Parish Office, Hermitage Road, Cold Ash, Thatcham, Berkshire RG18 9JH

Note: All responses must be received by 5pm on 19th April 2023.

A summary of all comments will be made publicly available following the consultation, and each will be carefully reviewed by the Steering Group. The Neighbourhood Plan will be amended accordingly into its Submission Version, which will be formally submitted to West Berkshire Council, who will undertake a further round of consultation. After this, the Plan will be independently examined and, if successful, will proceed to a local referendum.

Please note that personal information provided in your responses will be confidential and processed in line with the Data Protection Act 1998 and the General Data Protection Regulations. The Parish Council will process your details in relation to the preparation of this Neighbourhood Plan document only.

As part of the Consultation and in line with the new General Data Protection Regulations (GDPR), when responding to the consultation, please confirm that you are happy for the Parish Council to pass on your contact details (name, address/email address) to West Berkshire Council so that they can contact you at the next Submission Version (Regulation 16) stage of consultation.
